Got Gas Spraying Out When Filling-Up?

is this an actual recall or a warranty thing??? im the 3rd owner on my jeep so I don't have that fancy shmancy warranty but I do have gas spit back at me from time to time. If I can get it done as a recall for free then yeah I might as well but if it is gonna cost me then mehhh I can live with a little gas on the ground

It is a recall for some years, but the issue extends beyond the years covered.
