Starter problem?

I installed a 360 in my ‘79 CJ7 manual 4 speed and it will not turn over with a new starter. The starter bench tested fine Installed and sounds like it is stuck just a loud hum and the engine won’t turn over . I can turn the engine over with a 3 foot breaker bar and it will turn over with some effort.Engine was bought used. Need help with deciding if my new starter is binding or if is the engine. Any advice will help. Have owned several jeeps and did engine swaps with no problems.

Maybe the starter is binding on the flywheel? Are you sure that the clutch is fully disengaged so the starter is not trying to move the whole jeep? Is the battery in good shape?

I recall that this vintage jeep has a Ford-style relay near the front right fender. Is it in good shape?

make sure the starter gear is engaging the flywheel, the proper distance and the gear mesh is correct.

Jjust because the autopart store says it should fit doesn't make it so, been down that road too many times.
 
The jeep is in neutral , full charge which passes the load test , all four wheels off the ground and brand new starter solenoid . Unsure about binding on the flywheel but turned engine over with the starter installed and with it removed and resistance was the same. Did not see any witness marks on the flywheel to indicate binding. I am going to try spacing the starter from the mounting holes to the flywheel to see if it will work. Let you know how it goes.
