I agree that the woman's situational awareness was poor, but no one was knocked to the ground or even appeared to be off-balance. The officers came from the rear left of the vehicle (driver total blind spot) and the one who did the shooting walked partially in front of it for only a couple of seconds. All the woman had to do to avoid getting shot was nothing. Just stay in one spot and do nothing.
The vehicle was coming right at him and actually hit him. He had prior been hit and dragged by another vehicle. There was reason for the gun being taken out of the holster.Given that there was no active altercation, there was no reason for the gun being taken out of its holster.
The woman was stupid for being in the area, and to blame for the unnecessary shooting.
