I am not sure what she is trying to say, but New York has long had a huge problem with Tenant's rights laws which allow the long-term tenants to continue to pay rediculously low rates for the apartment they live in while the rates for new tenants are so high (to pay for the many people paying low rates) they can not afford to move anywhere else. This harms both the tenants and the landlords.
People are living in ever more squalid conditions since the landlords do not care to maintain or renovate apartments they are losing money on.
Maybe Mamdani plans to change this?

It’s the 5th, not the 4th (this isn’t a “search and seizure). While the government has eminent domain rights, there must be just compensation. But, those rights don’t include redistributing to the public and there are very few situations where a private right of domain exists (i.e. ditch companies and mining companies in many western states).
