I'm not in the USA at the moment so can't go out and look at my jeep, but when Offroad Evolution built my Jeep they welded tabs onto the lower control arms, routed the e-brake cables over the top of the frame rails and down along the lower control ams, and secured the cables with zip ties. I'll attach some not so good pics that might give you a rough idea of how they are installed.
Not sure about the ProRock 60 full float rear axle, but on the ProRock 80 in my JK, the rear brakes are 13.9" Jeep J8 military Jeep brakes re-drilled to 8x6.5" lug pattern. Mopar does make a different e-brake cable to fit the J8. I'm not sure which cables were used when Offroad Evo built my jeep.
In these pics you can kind of see where they routed the cables over the frame, down the lower arms, and to the brake. In the last pic you can see it pretty clearly, but it has not been attached to the arm yet.
