Well, you aren't going to be powder coating yourself unless you have a lot of expensive equipment. I wouldn't recommend powdercoat on wheels anyways. Heavily researched painting my spyderlocks a couple months back. Talked to the powdercoating and paint expert for Caterpillar (his desk is about 20ft from mine...) and he said not to go with powdercoat on wheels. Liquid will be better, that way when you scratch/chip it, you can just touch it up with a spray can. If you want to do it right and have the paint last, take it to a paint shop to have them sand blasted first (they shouldn't charge you more than about $15/wheel). Once they are blasted and CLEANED, you can apply an etchant or a self etching primer. Make sure you talk to a local paint shop that has some expertise, because steel and aluminum etchants are different. Then, apply the primer. May take several coats. Then once dry, apply several light coats, one at a time, of your paint. Make sure there is good CLEAN air flow to insure overspray is removed from the painting area and the paint lays down appropriately.
