Like many others, I decided to clean my smart sway bar that was completely rusted and locked. I opened all parts to clean it but couldn't open the inside parts. Seems like there is a clip that holds them together for each end of the sway bar. Is there anyone who could explain how to unlock the holding ring?

yes its the front stabilizer bar. So the problem is that it gets rusty and I opened it to clean it. however, there is some parts I can't open, I want to open the two parts indicated in red in the picture. I know there is a ring that I need to unlock to open but I can't find the right tool or procedure.
