idle surge 2008 JK

hello all, first post. have a 2008 JK, manual, 33x12.50x17 BFG mudders. 182,000 miles. engine runs good, idles great, lots of valve ping, running only high test gas.
Cats are punched out, cheaters on the aft 02 sensors, no check engine lights. went out to a local run on sunday, and had this happen a couple of times. when going down steep hills, low range, first gear, quite a few times had to step on the brake , best way to describe it is it feels like an automatic tranny and the torque convertor unlocks?? the rpms go up to about 3000rpm, not uncontrollable but seems like engine compression wont hold the jeep back..... has to be idle surge?? replaced EGR valve with a new one, also replaced many of the sensors, have a new crankshaft sensor but havent installed it yet. anyone got any input on why the idle is surging? if i keep on the brakes going down hill, it will eventually settle back down to 600 rpm, would like any advice anyone has to offer. this has happened on the road also a couple of times. definitely not clutch slipping.
