No, it is only the first part of the quote. The part you failed to include suggests that maybe the frame would break before the welds.

Any normal person who looked at the photo would see fantastic welds.

Regardless, I think that if the welds do break, it will be because the frame broke too.

Those tires look pretty big.
Out of concern for your well-being and safety, I should probably pick it up from Disciple when it's ready and drive it around until the tires are worn down to a safe level for you to handle.

I recommend accepting @jeeeep 's offer of support. It is good to have the Jeep thoroughly broken and well tested before taking possession of it.
