Officially licensed by whom? I have a hard time believing that Chrysler gave some dude in Australia a license to sell something for $8 that supposedly costs several hundred dollars here in the states.
Before anyone starts jumping on me lol let me clarify I have no affiliation with the company on E-bay at all and I'm just repeating what they have listed in their ad. I too was searching for a manual about a month ago, was able to find nothing and then ran across the listing on E-bay Australia. As far as I have been able to tell the "dude in Australia" is a busines that distributes/sells service and instructional manuals in Australia as they only sell one thing and that is service manuals for Jeep and a few motorcycles from Suzuki, Yamaha, Honda & BMW. It looks like they have been doing it since 2007 so I would think that if they were bootlegging them someone would have shut them down by now.
On a seperate note as far as pricing is concerned I'm not sure how many Jeeps are sold over there but maybe they arn't as proud of their manuals in Australia as they seem to be for them here. The service manual is a single CD and quite frankly having to pay several hundred dollars for that here in the US is just a blatant rip off by the dealers and/or Chrylser. As a comparison I bought a GM liscenced service manual for my Vette and paid something like $98 for it. I thought that was a lot of money until a 20+ lb box showed up with the service manual that consisted of a total of 5 seperate books each the thickness of a phone book, not a single CD.
