Name that bumper and tire carrier..

So I am looking at buying a rear bumper and tire carrier and stumbled upon this carrier that a local person is selling. He says it is made by Hyline Offroad, but it does not look like what they sell. Does anybody know who makes this? Here is a picture of the carrier. Also the tire seems to sit at an angle, anyone know why that would be?

Looks homemade to me which might explain the angled spare mount.

That does look home built as all hell but the in the 1st pic it looks like the tire is hitting the swing mount at the bottom.

It's definitely different, the bumper looks similar, but not quite. The carrier arm is not the same.

The LoD bumper/carrier also places the spare at an angle, although not that steep.
