But combined is less than 20% of all Chinese oil. They got 3% from Venezuela. Hardly a drop in the bucket for China.

Allmost all of it is surely made up. If the stories are true, then there is a vastly larger problem since our secret intelligence agencies and other people entrusted with top secret information are extremely leaky. Why would these people be risking many years in prison to reveal top secret information?

Noem got herself in plenty of trouble. For example, the Department Of Homeland Security remains unfunded.

Noem's severe unpopularity, her habit of saying stupid things at press conferences, and her claiming that Trump approved her 220 million dollar add campaign (which he had not), was plenty of reason to fire her.
