Red tape, aside, they aren’t getting insurance coverage again for the new house so they won’t be getting loans to rebuild either.
Allow me to give some perspective on the permit system around here.... Last year on a project the owner wanted a 30" Tall Wall to surround his front yard... 15" of concrete with 15" of horizontal Wood on top of that... Easy Right? The problem is that the first 8' of his property behind the sidewalk, is public property. Every home has a specific set back to where the property line is... even though everyones front yard reaches to the sidewalk... technically it's not all yours. So now Public Works gets involved. It cost 5k to get a "Revokable Permit"... which basically states that the city has every right to remove the Fence/Wall if they need to. It took 9 months to get the Permit.

I hated pulling permits anywhere in LA. Most times I just went without and took my chances. But it was new construction.Allow me to give some perspective on the permit system around here....
