No... Over the hardtop.

You get 2 plastic rails that mount to the roll bar.. then the top mounts to that. Additionally you reuse the 2 large freedom top bolts above your head… and 2 new small brackets that clamp to the hard top.

100%.. I think I took my freedom panels off like 3 times. I can tell you now that I installed it.. its very light weight and I could remove it in about 15 min to get the freedom panels back on if I wanted to.
