I am not sure that they actually throttle based on usage (although they could). That would indicate elevated intellectual abilities, which AT&T does not appear to have. But GPON (and cable) are by nature shared services, so bandwidth management is applied such that all on the same GPON...

In Dallas I have seen Spectrum use "extension" cords similar to this for several years at a time. In some cases the cord runs across a street with no added protection at all. It is a wonder that the service is even working. AT&T is not much better. AT&T GPON fiber is much better technology, but...
