Any TJ owners have rust like this between the dash and windshield? Is it a pain to take the dashboard off to fix the rust?

Maybe a new windshield frame would fix your problem? Can't see it that well but may save you pulling the dash

The tj dash is extremely easy to take off, I would say replace the windshield header but you should also pull the dash to see if that rust has traveled to your firewall

I feel like it's going to be a pain to replace the whole windshield frame though.

Once you have the dash off and you check for rust it's just the hinge bolts pretty much. I've gone through a few cars and the Jeep is by far the easiest thing to work on for dash assembly and all bodywork from the dash to the front.
