Painting Stained Cabinets and Stair Bannister

I figured looking on here for advice is the way to go. I'm going to be painting my cabinets and stair banisters. I already have a shilac based primer and quality acrylic enamel paint. My question is what is the best surface prep. There is a heavy coat of poly on both. Would using TSP and an aggressive scotch bride pad give enough tooth to the shiny finish that the paint will have good adherence or will sanding be better? I don't want to have to sand my stairs if I can avoid the dusty mess...haha. Any advice is much appreciated.

The maroon color scotch bright should give your paint a good bite. Test a small space with the TSP I have had some cleaners re-activate the old shellac or paint enough that it made it sticky and then you end up with a real mess.

Being that it has poly on it... I think sanding it would be best.
