I like the way it's presented as an armless weapon, it is if used as a tactical weapon but also could be use as a WMD.

Thanks to the interwebs, anyone can build their own EMP generator. 
All joking aside, anyone with some understanding of electronic theory could design one, and anyone with some practical experience with electronics could build it. This would include most general class ham operators. There was a demonstration on the news a number of years (couple of decades?!?) ago where a guy built a gun and took out a moving corvette with it for the news team.
