At that mileage and age, pretty much everything will need to be rebuilt.
There is still to many unknowns here, like maybe rusted frame!!!!!
So it's a O.K. deal, but nothing to write home about! IMO

Edit: It would be nice to see a carfax on it.

$3500 for a YJ that looks like that would be a smoking deal around me. Most are $7500-$10k around here with nothing more than a lift and 33s.
 
Sounds a little high to me. But I'm a cheap skate. I bought an 89 with 250k miles and a 4.0 for $1500.
Stock though....

Problem is finding one that isn't totally beat to crap.

10 years ago I picked up a 93 for 3500. It had 130k miles, straight 6, 3" lift with 33's, hard top and tow package. I think you could do a little better.
