I experienced the same issue on my JL. I removed the COs and ground down the brackets. You Also might want to check the top of the shock heim joint as it may be grounding out against the ABS actuator bracket. Its these small details a lot of shops miss.

One thing you can check and it's pretty easy is to inspect for debris between the A/C condenser and radiator. Pull the plastic cover on top of the radiator and look to see if there's bugs, dirt and vegetation clogging the rad fins. My 09 JK had all kinds of crap trapped in the radiator...
