I've seem a few projects that I'm interested, most relevant to this question would be sliders, which require drilling new holes in the frame. I tend to keep my vehicles for an extended time, and while I can primer/paint the holes after drilling but I must admit to a fair bit paranoia about rust...

He mentions that the bolts were welded to the bumper, so it's possible whoever welded the bolts "reverse heat-treated" the bolts in the welding process. There was also mention of the bolts stripping, not breaking, which raises the possibility that the bolts were cross threaded (and just cranked...

I don't think I would want to even park next to that!
