The U-bolt should just have a washer and then a nut on each end. You might have just gotten a extra couple of nuts in your hardware bag. (happens all the time) .

The arrows are pointing at the ends of the U-bolt. It goes around the axle tube at the end of the bracket. I hope that helps .
