Spray them down with WD-40, let sit for about 20 mins and then my 2,400 PSI electric pressure washer with the 15 degree spray took it off in about 20-30 mins per wheel. I took a whole afternoon to do all 5 wheels. I still need to take a brush to them to get the tight edges where the plastidip...

Thank you everyone, it's so good to be back in a Jeep again. Over the past week I did figure out the wheels were Plastidipped black, and looked terrible so I've cleaned them up some and now they shine like they should.
