Why? A guess would be in order to make it harder to deport them and maybe to effect certain voting districts. So called charity or Non Governmental Organizations (NGO’s) receive Gov grants of your $$ for this purpose.
My very red and rural county has been flooded with these individuals as well as some Afghans. They require a large amount of tax $$. They also drag down the schools. Once they get their citizenship they will bring their extended families over.
